Barry Allen and Wally West both wear the name, and the stories treat the Flash as the person the rest of the DC universe calls when the problem is speed. DC's own character page still introduces him as the Fastest Man Alive. That is a role, not a stopwatch.

No single official speed. The role is defined as the fastest. This page does not turn the story into miles per hour.

Individual comics have put him past light, out of time, and through the Speed Force. Those scenes do not agree with each other, and a fan calculation of one panel is not a record. We rank him first because the fiction is organized around him being the fastest, and we print no miles per hour.
